Role and Scope of Position:
Responsible for directing the Transmission Capital Program Project Management organization and executing the Company’s Transmission capital program projects.Position leads project management and construction cross functional team; partnering with external stakeholders, project managers, and others through all stages of a project lifecycle from initiation, through closeout, with post project lessons learned to understand failure/success and establish best practices.
Overall responsibility for capital program of projects. Provides the leadership, direction, training, coordination, and effective communication to initiate, plan, execute, monitor, control, and close projects in a safe, efficient, economical, risk-balanced approach to achieve short-term and long-range goals.
Essential Functions:
- Responsible for development of the project construction project plan for each transmission project.
- Responsible for contract issues for external engineering resources from project execution to contract closeout. In conjunction with procurement, develops and executes engineering contract strategies and manages contract administration in support of engineering activities.
- Leads Project Life Cycle from Engineering to Execution support activities which includes producing schedules, specialized cost reports and development and utilization of performance tools.
- Accountable for the performance and results of the Project Management Team and for forecasting, acquiring and retaining additional resources qualified to manage Transmission Line & Substation projects from initiation through close-out with a concentrated focus on delivering project safely within budget, scope, on schedule, quality, in compliance with siting/permitting regulations, and meeting stakeholder commitments.
- Evaluates and assesses monthly project status reports for consistency with the budget and schedules goals of the approved Project Plan. Ensures risks have been identified and are managed throughout the project life cycle. Provides direction to team for improvement or corrective action.
- Collaborates with Major Project support team functional areas, such as Engineering, Siting, Environmental Permitting, Purchasing, Operations, and Public Outreach to ensure that required project deliverables and services are completed on time and fully meet project needs.
- Ensures the use of standardized methods and procedures for efficient and prompt handling of all project changes to control scope/schedule impacts, to control project costs and schedule adherence.
- Develops and implements annual expectations for employees that align with corporate goals and work with employees in the preparation of individualized personal development plans.
- Develops and delivers reports and presentations to executive leaders and identifies opportunities and challenges to gain support for large capital investments.
Process Improvement
- Engages in continuous process improvement, setting and tracking appropriate process metrics to develop process goals for Capital Program Project Construction.
- Works with team to develop project level KPI’s and goals.
- Ensures that Capital Program Project Construction processes and procedures are aligned with corporate requirements, updating and applying lessons learned.
Regulatory Project Reporting/Compliance
ISO-NE Regional System Projects and Asset Condition Projects Reporting
- Ensures timely and accurate ISO-NE RSP project reporting with appropriate backup documentation on cost and schedule changes.
- Liaison between Project Manager and Transmission Planning in developing ISO-NE’s Transmission Cost Application; assists in data gathering, resource management, strategy development. Ensure consistency of budget format across all public venues.
Oversee / Manage FERC Rate-Related Issues / Questions
- Interface with Rates group, identifying and managing all issues as they arise, ensuring consistency with regulatory orders
- Coordinates and ensures accuracy and consistency with FERC 206 Protocol interrogatory responses
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
- The individual must be self-reliant with a strong sense of self-motivation, possess excellent communication skills, and demonstrate the ability to lead and direct activities of others.
- This individual must have a solid comprehension of and fully capable of applying financial, accounting, business, risk and project management theories and methodologies.
- Proficiency in financial modeling, accounting, risk management, project management information systems, engineering economics, capital investment analysis techniques, plant accounting, tax and capital budgeting.
- Proven track record manager and/or working in team environments as well as supporting process improvements and group facilitation.
- Excellent understanding of corporate strategies and initiatives along with a thorough understanding of the Transmission organization.
- Ability to monitor, evaluate and analyze cost and scheduling information, provide forecasts, make recommendations, and communicate effectively at all levels.
- Demonstrated ability to influence group culture.
- Demonstrated high competence in past assignments.
- Demonstrated knowledge of the ISO-NE process for project approval and cost recovery.
Education:
- Bachelor’s Degree in Engineering, Accounting, Business or equivalent degree will be considered; MBA or equivalent education highly desirable.
Experience:
- Fifteen (15) years of related experience. Experience as a Project Manager managing large complex multi-year transmission line and substation projects is highly desirable.
Licenses & Certifications:
- PMP desirable
Working Conditions:
- Must be available to work emergency storm assignment as required.
- Must be available to travel between MA/CT/NH as necessary.
Mental Aspects:
- Must be able to proactively identify problematic trends and create systematic solutions. Must be able to manage concurrent interface with multiple groups and navigate competing priorities.
