Transmission Operator is self-directed and has the responsibility and authority to implement real-time actions and reliable operation of the Bulk Electric System. This position is also responsible for monitoring and controlling NSTAR’s Electric Transmission System on a continuous basis during normal and emergency conditions to ensure safe, reliable, and economic operations. Issues clearances and switching orders and directs the tagging of transmission equipment. Directs the restoration of the transmission system following a major system outage, load shedding or blackout. Using Energy Management System (EMS) software, this position evaluates transmission system reliability then develops and implements appropriate action plans. Ensures transmission system activities and conditions are communicated and coordinated with ISO-NE, other Control Centers and Eversource personnel.

SUMMARY:
The Transmission System Operator is self-directed and has the responsibility and authority to implement real time actions and reliable operation of the Bulk Electric System. This position is also responsible for monitoring and controlling Eversource’s Electric Transmission System on a continuous basis during normal and emergency conditions to ensure safe, reliable, and economic operations. The Operator issues clearances and switching orders and directs the tagging of transmission equipment. Directs the restoration of the transmission system following a major system outage, load shedding, or blackout. Using Energy Management System (EMS) software, this position evaluates transmission system reliability and then develops and implements appropriate action plans. Ensures transmission system activities and conditions are communicated and coordinated with ISO-NE, other Control Centers, and Eversource personnel.
Essential Functions:
- Coordinates all heat exchangers status changes with Lead Transmission System Operator.
- Continuously monitors/evaluates the reliability of the Eversource Transmission System and Pipe Type Cable System using EMS software. Develops and implements plans to maintain transmission system reliability in compliance with Eversource and ISO-NE Operating Procedures.
- Monitors transmission system conditions and implements appropriate actions to maintain voltage and loading within acceptable ranges.
- Receives and gives instruction with reliability procedures.
- Performs security analysis to evaluate the status of the transmission system. Develops plan to cope with possible projected contingency conditions on the transmission system.
- Initiates emergency procedures as required by system conditions, including voltage reduction and load shedding without obtaining approval from higher-level personnel.
- Performs PTC system analyses utilizing Pi software to evaluate the status of the transmission system. Develops plans to cope with possible or projected contingency conditions on the PTC system.
- Documents actions, and communicates with others, system events and issues notification/reports as required.
- Initiates emergency procedures as required by PTC system conditions, including voltage reduction and load shedding without obtaining approval from higher-level personnel.
- Monitors PTC System and to identify, track and resolve system deficiencies using the EOSUM Procedure. Follows up on all PTC related EOSUMs with Field supervisor for resolution.
- Monitors transmission system voltages and direct voltage control actions, i.e., adjusts generator MVAR outputs, switches capacitors/reactors and/or lines as required, etc.
- Evaluates and schedules outage requests for transmission system lines and equipment in accordance with Eversource and ISO-NE/NEPOOL Procedures.
- Assists ISO-NE System Operators in any requests to collect data needed to maintain the security of the bulk power system.
- Assist outage coordinator in the processing of outage request, including the arrangements for authorized personnel.
- Develops and implements detailed switching and tagging instructions to remove transmission system equipment from service for maintenance or repairs and restores equipment to service when work is complete.
- Ensures compliance with NERC, NPCC and ISO requirements.
- Responsible for proper operational shift relief/turnovers for shift personnel including exchange of pertinent information to maintain operational safety and reliability.
- Maintains an effective relationship with ISO-NE, other Control Centers and Eversource personnel.
- Documents actions, and communicates with others, system events and issues notification/reports as required.
- Assist in training and instruction of new Transmission System Operators.
- Assumes responsibilities of lower classifications as required.
QUALIFICATIONS:
Requires extensive knowledge of utility transmission system design, operations, maintenance and construction principles and practices, safety standards and business processes.
Ability to use Energy Management System Software, interpret results, and initiate appropriate actions.
Ability to use PC desktop applications (e.g., Microsoft Word and Excel)
Requires a Bachelor’s Degree in Engineering, Business Administration, or related discipline plus five years of experience in Transmission/Distribution/Generation Dispatch or Generation Operations position OR
Associate’s Degree in Engineering, Business Administration or related discipline plus seven years of experience in Transmission/Distribution/Generation Dispatch or Generation Operations position OR
Minimum of nine years’ experience in Transmission/Distribution/Generation Dispatch or Generation Operations position.
Must successfully pass Transmission Operator Assessment.
Must successfully complete NERC Certified System Operator Examination and obtain a NERC Transmission Operator Certification within six months of employment or date accepted position.
Certification must be maintained in accordance with NERC and Company requirements.
Must possess and maintain a valid drivers license.
