Senior Right of Way Specialist (Hybrid)
05/09/2025Locations: Westwood, Massachusetts; East Berlin, Connecticut
Under minimal direction, responsible for the periodic review of system right of ways to ensure compliance of current uses by established agreements with third parties and compliance with the Company’s guidelines and right of way operating decisions.
This is a hybrid role. The first three months are fulltime in the office.
Essential Functions:
- Performs property negotiations for the acquisition and disposition of property rights as necessary
- Provides ROW project support for the Company’s capital and maintenance projects as necessary including rights analysis, routing analysis, abutters lists, landowner coordination and permitting support
- Assumes the role of project manager as necessary
- Coordinates and manages the efforts and contracts of outside vendors, engineers and surveyors.
- Evaluates land use notifications for impact to system rights of Ways
- Performs the function of RE/ ROW Subject Matter Expert for system projects
- Performs internal record research and external registry and Municipal research
- Identifies, prioritizes, negotiates and resolves encroachment issues, trespass issues, compliance and safety issues
- Works with the legal department to Interpret property rights and develop resolution to complex land use conflicts or projects
- Researches title abstracts, deeds and other data to determine title, boundaries and rights
- Coordinates work activities to support system projects as necessary
- Drafts licenses/ permits/ JUA’s/ easements / leases/ deeds and other agreements as necessary
- Maintains and updates the Company’s records and database
- Performs property analysis, coordinates and reviews property appraisals to determine property values
- Provides technical support and assistance to operating areas relative to ROW land management to ensure compliance with use guidelines and ROW operating decisions
Qualifications
Technical Knowledge/Skill:
- Working knowledge of Right of Way Land Management Principles
- Ability to interpret registry land records survey plans and engineered R/W plans.
- Must possess excellent communication skills and negotiation skills
- Must be proficient in critical thinking, problem solving and reasoning.
- Must be able to work collaboratively with others as well as independently
Education:
- Bachelor’s degree (Engineering preferred), related discipline or equivalent experience
Experience:
- Five (5) plus years of Right of Way Management, Property Management and/or Real Estate Law.
- ROW Land Management experience preferred
Licenses & Certifications:
- Must have a valid driver’s license
