Responsible for the development and implementation of plans and procedures for the testing and commissioning of highly complex transmission and distribution substation projects. Works closely with Station Operations, Field Engineering, and Protection & Controls Engineering in the development of project test and commissioning plans with a focus on ensuring safety and eliminating issues and errors during the commission process. Responsible for commissioning of substation equipment as individual units (breakers, transformers, etc.) as well as overall project commission including controls, systems, relays, metering, etc.
The Lead Substation Commissioning Engineer is responsible for developing and implementing comprehensive testing and commissioning plans for complex transmission and distribution substation projects. This role collaborates closely with Station Operations, Field Engineering, and Protection & Controls Engineering to ensure safe, accurate, and efficient commissioning processes.
The position also serves as an equipment specialist within the Substation Technical Organization, contributing to emergency spare equipment strategy, integration of remote monitoring technologies, and health diagnostics of substation assets.
Key Responsibilities
Lead the testing and commissioning of substation equipment (e.g., breakers, transformers) and integrated systems (e.g., controls, relays, metering).
Develop and maintain standards and procedures for substation commissioning, with a focus on Bulk Electric System (BES) reliability and safety.
Perform root-cause analysis and implement corrective actions for commissioning-related issues.
Provide technical leadership and supervision to engineers and other staff, including performance management and coaching.
Optimize asset performance and cost through reliability analysis, condition monitoring, and preventive maintenance strategies.
Support operations during normal and emergency conditions with technical guidance and system prioritization.
Collaborate with Investment Planning on project justification and financial analysis.
Evaluate and select technologies and equipment for system upgrades and new installations.
Contribute to the development of long-term Life Cycle Plans for transmission and distribution systems.
Qualifications
Technical Knowledge & Skills:
Strong foundation in electrical engineering, with emphasis on substation testing and commissioning.
Expertise in asset management, equipment diagnostics, and system reliability analysis.
Education:
Bachelor’s degree in Electrical Engineering, Electrical Engineering Technology, or a related discipline required.
Master’s degree in Electrical Engineering preferred.
Experience:
Minimum of 8 years of experience in utility transmission/distribution engineering.
Licenses & Certifications:
Valid driver’s license (CT/MA) required.
Working Conditions
Work performed in both office and substation environments; includes sitting, standing, walking, and stair climbing.
Travel required across operating districts and states (MA/CT/NH).
Must be available for emergency storm assignments and on-call responsibilities.
