Role and Scope of Position:
Responsible for environmental permitting, due diligence and regulatory compliance related to work on major or complex energy infrastructure projects, including the construction and maintenance of electric transmission and distribution lines and substations.
The Specialist level is involved in the planning, scheduling and implementation of utility projects and is responsible for minimizing environmental liability and ensuring compliance.

HYBRID WORK POLICY

Eversource supports work-life balance by offering hybrid schedules for certain roles. Eligibility is based on job responsibilities, operational needs, nature ofworkand team dynamics. Current guidelines require employees to work at least three days in the office, including Tuesdays and Wednesdays, with the third day set by the employee and supervisor based on department needs. These guidelines apply to roles approved for remote work and are subject tochange,  basedon managerial discretion and work performance. All applicants must be able towork up to five days in the office if needed (for example: emergencies, training, or other business needs) or should the policy change.

The Specialist position is responsible for environmental permitting, due diligence and regulatory compliance related to work on major or complex energy infrastructure projects, including the construction and maintenance of electric transmission and distribution lines and substations.

The Specialist level is involved in the planning, scheduling and implementation of utility projects and is responsible for minimizing environmental liability and ensuring compliance.

Essential Functions: 

  • Conceptualize and execute plans and permitting strategies.

  • Interact with regulatory agencies.

  • Ensure strict compliance with all state, federal and local regulations and permits.

  • Forge relationships with regulators and key stakeholders, while balancing the needs of the company.

  • Build strong collaborative working relationship with project managers and utility operations.

  • Manage environmental consultants and vendors.

  • Manage budgets and contracts, including preparation of specifications and bid documents, RFP coordination, service requisitions and invoicing.

  • Responsibilities include land use permitting for land disturbance, inland/coastal wetland resource areas, cultural resources, threatened, rare and endangered species, local ordinances and traffic.

  • Ensuring compliance relative to erosion and sediment protection measures.

  • The L&P Specialist may conduct environmental assessments/field inspections, shall assist in soil and groundwater management, shall attend public meetings and hearings, and shall provide oversight of contracts and consultants for such services.

  • The L&P Specialist will work closely alongside both internal and external cross-functional teams.

Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill: 

  • Basic knowledge of municipal, state, and federal environmental regulations, permitting and policy in Massachusetts.

  • Familiarity with the following agencies and their responsibilities: USACE, EPA, MassDEP, NHESP, and local conservation commissions.

  • Strong communication and collaboration skills are required, as well as the ability to manage multiple projects with aggressive schedules simultaneously.

  • Professional certification not required, but desired (PWS, CPESC, CESSWI, Forester etc.)

  • U.S. Army Corps of Engineers 40-hour wetland delineation and regulatory training preferred.  

Education:

  • Bachelor's degree in Environmental Science, Environmental Studies, Natural Resource, Ecology, or related field required or equivalent experience        

Experience:        

  • 3+ years of experience with environmental permitting processes in Massachusetts required.

  • Energy-utility environmental permitting experience preferred.

Preferred Qualifications:

  • Professional certification (PWS, CPESC, CESSWI, Forester etc.) highly desired.  U.S. Army Corps of Engineers 40-hour wetland delineation and regulatory training preferred. A working knowledge of GIS preferred.

Licenses & Certifications:

  • Valid driver’s license required

Working Conditions:

  • Must be available to work emergency restoration assignment as required.

  • Must be available to travel between MA/CT/NH as necessary.
