Supervisor, Rights, Permits and Public Work (Hybrid)

Role and Scope of Position:This position is responsible for directing the securing of all right of way easements necessary for distribution and transmission projects and for supporting the acquisition of land required for the construction of facilities. This position ensures that all acquisition activities with government entities are compliant with acquisition and easement requirements and serve the best interests of Eversource. This position is also responsible for the Company’s Acts of Public Authority (APA) process, and the management of all associated reimbursable and non-reimbursable projects. This position acts as primary contact for municipalities and represents Eversource engineering, construction and financial interests relating to proposed municipal projects. Ensures prompt and frequent coordination, cooperation and communication with public agencies and consultants to avoid or minimize impact on existing Eversource electric facilities.
Essential Functions:
- Oversees the processes for obtaining right of way easements for overhead and underground use.
- Directs the research for determining property titles and ownership; oversees all negotiations for easements including price for payment.
- Oversees and coordinates all acquisition activities with municipalities, government and regulatory agencies to ensure compliance with acquisition and easement requirements.
- Assists with the oversight of land acquisition for building facilities.
- Directs the design and implementation of all record retention processes, procedures and files.
- Collaborates with Operations and Engineering to either apprise or seek alternative approaches to municipally mandated construction projects in order to minimize relocation costs to Eversource.
- Ensures two-way communications are maintained between Eversource and government planning agencies regarding their respective short and long-term capital plans.
- Partners with municipalities, and their engineering and design consultants, regarding the characteristics of the electric and gas infrastructure to ensure minimal impact to Eversource facilities.
- Tracks all reimbursable and non-reimbursable APA projects, and ensures timely and accurate billing and collections.
- Provides reports to Eversource Operations and Corporate Relations highlighting key projects’ activities and programs.
- Manages Third Party Attachment (pole, manhole and conduit) licensing and billing.
- Supervises staff engaged in securing right of way easements, permits and licenses necessary for distribution and transmission projects.
- Ensures work is completed on time, within budget and in a manner consistent with policies, work standards and regulatory requirements. This is accomplished through work planning and assignment of duties, communication of performance measures, performance assessment, training and coaching.
- Understands and complies with labor contracts and works to resolve initial grievances. Initiates or recommends disciplinary action when required.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
- Requires extensive knowledge of electric systems, overhead and underground structures, and distribution construction policies and activities within the electric utility industry pertaining to the securing of all right of way easements.
- Strong organizational and managerial skills.
- Ability to use PC desktop applications (e.g., Microsoft Word and Excel) with knowledge of management information systems.
Education:
- Bachelor’s degree in Engineering, Business or related field.
Experience:
- Five years of experience in transmission, distribution or field service design or installation.
Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT/NH as necessary.
