Plans, schedules, and manages the engineering and technical resources that develop and maintain the static and dynamic models associated with the Energy Management Systems (EMS) and the combined Transmission and Distribution System Control And Data Acquisition (SCADA) systems in support of real time System Operations of the Transmission system consistent with NERC, NPCC, ISO-NE and any future RTO/ITC policies and procedures. Plans, schedules, and manages the engineering and technical resources that develop and maintain the static and dynamic models associated with the Distribution Management System (DMS) and the combined Transmission and Distribution System Control And Data Acquisition (SCADA) systems in support of real time operations at the Company’s System Operations Control Center (SOC) consistent with Eversource process and procedures and state regulatory policies and procedures. Develop and update procedures to track and prioritize tool development for System Operations.

Provides technical leadership, recognized as having technical expertise, elicits ideas for the solution of unique and/or complex engineering problems, and is accountable for major technical recommendations. Responsible for leading design and execution of the Company’s strategic implementation plans to OT systems related to modernization of the Company’s electric distribution system across the three-state service territory. Directs and manages supervisors, engineers, technicians, and consultants and provides guidance as appropriate to other Transmission Planning and Distribution Project Teams. Ensures participation and understanding of project economics, the ISO generation markets and the ISO generation pricing and their effects on the Eversource Transmission Business and its customers. Ensures preparation of documents/testimony, written responses, and presentations and testimony for local, state and regulatory requirements and proceedings for all jurisdictions.

Responsible for oversight of the daily electric distribution model from post Geographic Information System (GIS) extraction through the model build and model validation processes for the outage management system (OMS) and the distribution management system (DMS) models.

Essential Functions: 

  • Assists with the establishment of, and monitors, goals, policies, plans, standards, performance objectives and budget for the operation of the Eversource power system.

  • Analyzes and recommends resource levels to plan, develop and implement policies and practices.  Monitors operating and financial objectives and ensures alignment with organization and corporate goals.

  • Responsible for operating support and maintenance of SCADA/EMS displays, and for coordination of outage applications with ISO/NE.

  • Communicates with internal and external stakeholders in regard to planned system conditions in relations to OT processes on Energy Management System (EMS)/Distribution Management System (DMS)/Supervisory Control and Data Acquisition (SCADA)/Outage Management System (OMS) /Distributed Energy Resource Management System (DERMS) , and SCADA front End servers.

  • Individual will develop technology deployment plans to ensure that technology portfolios are expanded, upgraded and enhanced to meet changing business requirements. 

  • Develops and supervises Grid Operations Technology staff.  Implements programs to ensure employees possess technical and behavioral skills required to support operating plans.  Manages, selects, coaches and develops staff.

  • Assists in the development and implementation of best practices to achieve efficient and effective transmission and distribution system operations and dispatch.  Assists in the planning and implementation of technological enhancements for the Control Centers.

  • Responsible for accuracy of the SCADA database, T&D SCADA models in EMS/DMS, and validation of the two distribution models in DMS & OMS.

  • Responsible for the engineering leadership in OT product roadmap to plan, initiate, and continuously upgrade new solutions to enable control room capabilities

  • Coordinates with IT management and other Engineering technical personnel for the replacement, upgrade, and maintenance of Energy Management System (EMS)/Distribution Management System (DMS)/Supervisory Control and Data Acquisition (SCADA)/Outage Management System (OMS) /Distributed Energy Resource Management System (DERMS) and related computer/control systems.

  • Provides and evaluates recommendations for telemetry communications architectures and implementations.

  • Coordinates the development, testing, and maintenance of software systems and tools to track and retain critical system values to allow post analysis of real time system conditions.

  • Maintains SCADA Front-end communication servers and associated communication channels to remote RTU’s.

  • Coordinates maintenance of all SCADA communications from Front-End servers to remote RTU’s between the System Operations control Rooms and field Communications personnel

  • Supports Control Center simulator IT systems and ensure T&D SCADA and EMS/DMS applications are properly maintained. 

  • Provides seasonal analysis models and tools for System Operations. (SCADA/EMS).

  • Maintains department capital and expense expenditures within budget and cash flow parameters.

  • Represents the organization on various NERC, NPCC, NEPOOL/RTO task forces and committees as required.

  • Perform system optimization functions that include: load and generation forecasting, support for operational planning studies, near real time configuration of advanced applications on Distribution (Volt-Var Optimization, Fault Location Isolation System Restoration (FLISR), Battery Energy Storage Systems (BESS)).

  • Work as a member of the Grid Modernization leadership team to ensure the Company’s grid modernization strategic priorities are responsive to industry developments and continue to maximize value over time, capturing new opportunities as they emerge.

  • Participate in industry forums as a subject matter expert to drive new capabilities and contribute to best practices.

Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill:

  • Thorough knowledge of transmission and distribution electric system operation.

  • Thorough knowledge of process computer applications and programming.

  • Knowledge of T&D control and outage management systems 

  • Thorough understanding of electrical engineering concepts and familiarity with telecommunications technology

  • Strong analytical skills including experience using qualitative tools in strategic development;

  • Business development aptitude with strong presentation skills;

  • Familiarity with grid modernization technologies.

  • Demonstrated competency and proficiency in oral and written communications. 

  • Customer driven; displays initiative as a change agent with a can-do attitude; accepts responsibility and holds others accountable; participates in and facilitates team effectiveness; assumes the role of team leader; and

  • Ability to make sound decisions to support strategic objectives.

Education:

  • Bachelor of Electrical Engineering (Electric Power Systems preferred), Engineering, Computer Science, Business. Advanced degree in Engineering preferred.                                   

Experience:      

  • A minimum of ten years of experience in the technical, operational, or engineering aspects of transmission and distribution systems which includes managerial, supervisory and/or team leadership experience

  • Experience with communication systems used for SCADA control at an electric utility

  • Experience within an electric utility system operations control room is preferred

  • Experience using and maintaining real-time systems used in a operations control room is preferred

Working Conditions:

  • Must be available to work emergency restoration assignment as required.

  • Must be available to respond personally and manage staff to respond to operational issues outside of normal working hours.

  • Must be available to travel between MA/CT/NH as necessary.
