Senior Counsel, Legislative Affairs
07/09/2025Locations: East Berlin, Connecticut; Westwood, Massachusetts
Role and Scope of Position:Provides advice and transactional legal services to Eversource management, specific to regulatory and federal legislative matters.
Essential Functions:
- Performs legal and general research and drafts legal and research memoranda.
- Provides the legal expertise to analyze complex, technical federal legislation.
- Represents Eversource and its interests in discussions with members of Congress and the Executive Branch.
- Represents Eversource before regulatory agencies.
- Responds to inquiries on legal, regulatory and legislative matters from, and provides legal advice to, Eversource personnel and management. Reviews operations and strategic decisions analyzing legal implications.
- Participates in preparation and prosecution of regulatory proceedings before state and federal regulatory agencies by drafting pleadings and testimony, responding to discovery and assisting in the preparation of witnesses and briefs. Independently handles routine regulatory proceedings.
Technical Knowledge/Skill:
- Requires significant proficiency in either state regulatory and/or federal legislative areas of the law
- Ability to use PC desktop applications (e.g., Microsoft Word, Excel, Email)
- Requires complex organizational and analytical skills
- Must be a good team player, well organized, and able to identify business-oriented solutions to complex legal problems.
Education:
- Requires a bachelor’s degree and Juris Doctor Degree
Experience:
- Minimum of five (5) years in a working with a government agency, federal agency or congressional office required.
Licenses & Certifications:
- Bar admission in good standing
Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT/NH and Washington, DC as necessary.
- Work is performed primarily in an office environment with occasional time spent in field (right-of-way, take station, e.g.,) and in court or before administrative agencies, as necessary.
Mental Aspects:
- Work includes periodic involvement in time-sensitive projects having a potentially significant impact on Eversource success. Often involved in adversarial/confrontational situations.
- This role works in an environment that often requires the performance of multiple simultaneous activities, where deadlines need to be met and work is performed under pressure while involving significant business commitments and results.
