The Program Administrator for the Public Awareness Program (PAP) leads efforts to educate, engage, and inform stakeholders about pipeline safety and damage prevention. This role is responsible for coordinating all aspects of the PAP in compliance with federal pipeline safety regulations (49 CFR 192.616/195.440), collaborating with internal departments and external partners to ensure effective outreach to excavators, emergency officials, public officials, affected public, and other stakeholders in Connecticut and Massachusetts. Reports to the Manager of Policy & Compliance.

Essential Functions: 

  • Administer the company’s Public Awareness Program in alignment with PHMSA regulatory requirements and API RP 1162.
  • Develop and distribute outreach communications to target audiences through print, digital, media, and in-person engagements.
  • Coordinate and facilitate bi-weekly, quarterly and annual audits (or as necessary) and tracking of internal stakeholder feedback.
  • Supports the coordination of emergency responder training and awareness efforts in partnership with local agencies.
  • Manage relationships with vendors providing public awareness materials and services, ensuring message accuracy and timely distribution.
  • Track outreach metrics and prepare internal reports and regulatory filings.
  • Partner with operations, training, engineering, communications, legal, and compliance departments to ensure PAP messaging is consistent and current.
  • Represent the company at regional and national public awareness forums, such as the Northeast Gas Association (NGA) and the Common Ground Alliance (CGA).
  • Support and respond to compliance audits or inquiries from PHMSA and state regulators regarding public awareness activities activities and other pipeline safety regulatory inquiries.

Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill:

  • Knowledge of federal pipeline safety regulations and industry best practices related to public awareness (e.g., API RP 1162).
  • Strong communication, public speaking, and writing skills.
  • Ability to manage programs and campaigns using a variety of outreach methods (mail, media, digital, in-person).
  • Skilled at building relationship with diverse stakeholders, including municipal leaders, emergency responders, and contractors.
  • Capable of tracking, analyzing and reporting data to support program improvements.

Education:

  • Bachelor’s Degree preferably in Communications, Public Relations, Engineering, Business Administration, related field or equivalent experience.

Experience:  

  • Minimum of five (5) years of experience in utility operations, public outreach, safety, or compliance. Experience with pipeline safety programs or regulatory communications is preferred.

Licenses & Certifications:   None

Working Conditions:

  • Must be available to work emergency restoration assignment as required.
  • Must be available to travel between MA/CT/NH as necessary.
  • Primarily office-based, with periodic travel to field sites, public meetings, emergency responder events, and external engagements. May involve irregular hours to support outreach activities. Must be available for emergency storm assignments as needed. Job requires traveling to other operating districts and companies within and outside of the state.
  • This position is categorized as safety-sensitive for the purpose of drug testing. Successful applicants shall be subject to a pre-assignment drug test if the individual is currently in a non-safety sensitive position. As an employee in this position the individual shall be subject to random drug testing. A positive drug test will result in disciplinary action.

Mental Aspects:

  • Work involves planning, communicating, coordinating, analyzing, writing, presenting, and implementing educational campaigns. Must be able to manage multiple projects and deadlines under regulatory scrutiny.

$92,700.00-$103,000.00
