Role and Scope of Position:This position manages assigned system resources (personnel, organizational knowledge and physical assets) to ensure compliance with all applicable federal, state, county and local income tax laws and regulations while simultaneously minimizing the effect of tax laws on the Company. This position is responsible for proposing innovative and aggressive interpretation of tax laws and regulations to assure the lowest possible tax payments permitted under the law. Also manages the accounting, reporting and audit functions related to taxation.
Essential Functions:
- Federal and State transaction tax compliance: prepares state transaction tax returns and supporting schedules, quarterly installments for federal and states, sales/use/gross receipts/highway use tax returns, and other miscellaneous tax and informational returns. Establishes policies and procedures under which the compliance tasks are accomplished, testifies in court proceedings as required and makes final determinations as to acceptability of audit adjustments.
- Financial and regulatory accounting for transaction taxes: external accounting for SEC purposes, internal accounting, and regulatory and contract accounting. Assures the appropriate treatment of all tax-related items in regulatory proceedings including the avoidance of any normalization violations.
- Planning and research: short- and long-term tax planning to minimize the effect of tax laws. Researches new and ongoing issues to comply with tax laws and for tax planning.
- Audits and appeals: work with Director on audits by taxing authorities.
- Training and development: trains and develops department staff in multiple disciplines including tax compliance and research, financial accounting, accounting for income taxes and departmental policies and procedures.
Core Responsibilities:
- Tax Compliance: Overseeing the preparation and filing of sales and use tax returns for various jurisdictions, ensuring accuracy and timeliness. This includes monitoring changes in tax laws and updating internal processes. This role will also be responsible for gross earnings tax filings, and property tax filings across our 3-state jurisdiction of Connecticut, Massachusetts, and New Hampshire, and assist in the coordination of property tax litigation.
- Audit Management: Handling sales and use tax audits, including gathering necessary documentation, responding to auditor inquiries, and negotiating settlements. Provides expertise and support to management and legal counsel in appeal of tax controversies.
- Research and Advisory: Conducting research on complex sales and use tax, gross earnings tax, and property tax issues, providing guidance to internal teams and clients, and staying informed about legislative developments.
- System and Process Improvement: Maintaining and enhancing sales and use tax compliance systems and processes, potentially implementing automation and other tools to streamline workflows.
- Team Leadership: Managing, supporting, and developing a team of tax professionals.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
- Requires technical knowledge of taxation and financial accounting to comply with federal, state, SEC and regulatory rules.
- Requires the ability to keep abreast of changes in these fields; the skill to develop and manage the implementation of organizational, tax and accounting processes, policies and procedures;
- Strong organizational skills to manage complex systems.
- Requires strong leadership, communication, motivational and training skills.
Education:
- Bachelor’s Degree in Accounting or related discipline with at least ten (10) years tax experience
- Master’s Degree in Taxation preferred
Experience:
- Minimum of ten (10) years of related tax accounting experience
Licenses & Certifications:
- None
Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT/NH as necessary.
Mental Aspects:
- Work includes planning and organizing project work flow and allocation of resources; coordinating multiple projects; designing and implementing systems and procedures; analyzing and interpreting tax laws and regulations; evaluating strategies, documenting alternatives and presenting options/risk factors to management; and consulting with internal and external professionals.
- This role works in an environment that often requires the performance of multiple simultaneous activities, where deadlines need to be met and work is performed under pressure while involving significant business commitments and results.
