Manages gas engineering activities that include collecting and analyzing data to assess risks on the gas distribution system, developing programs and projects to address risks, establishing benchmarks and tracking system performance metrics and developing annual budgets for the capital spending across the gas distribution business as well as five-year capital forecasts.Recognized as having technical expertise in gas engineering design, construction, operation and maintenance standards and procedures, 49 CRF Part 192 code requirements.
Job Description
Distribution Integrity Management program (DIMP) – Manage a cross functional team to develop and implement the DIMP in accordance with federal pipeline safety regulations focused reducing, minimizing and eliminating risk to the natural gas distribution system. Approach to risk management includes multiple integrated risk programs, consideration of low frequency-high consequence risks and continuous improvement and allows for multiple perspectives and supports flexible implementation to ensure programs advance as the business evolves. Manage the implementation of a new probabilistic risk model to assess risk on the system.
Transmission Integrity Management program (TIMP) – Manages the development and implementation of the TIMP in accordance with federal pipeline safety regulations including risk assessments, prioritizing, scheduling and implementing integrity assessments, MAOP reconfirmation activities, class location studies, HCA/MCA studies and mitigation plans.
Legacy Pipe Replacement programs - Develop annual programs to replace 160 miles of legacy pipe materials to improve public safety through a reduction in natural gas system leaks and methane emission reduction. Supports the development of program filings for approval by regulatory authorities that include written testimony, written responses to Discovery and acting as Company witness in Evidentiary hearings.
Essential Functions:
- Provides feedback, coaching and discipline as necessary to Engineering staff.
- Conducts performance reviews.
- Recruiting and hiring to support staffing requirements.
- Responsible for identifying training needs, developing performance goals, and providing development opportunities for direct reports.
- Prioritizes work assignments and sets / monitors goal performance.
- Responsible for required risk management programs for three operating companies across Massachusetts and Connecticut, including the following:
- Integrates cross functional groups or teams to initiate and implement programs and projects.
- Works with senior management on sensitive, confidential projects.
- Serves on various Eversource internal committees and task forces to provide information and recommendations to Eversource senior management.
- Provides both technical guidance and training for less experienced personnel.
- Represents Eversource on various industry and professional society committees and working groups.
- Develop reports and presentation to senior leadership on status, progress and performance of programs
- Develop testimony and discovery responses to support rate case proceedings before the Massachusetts Department of Public Utilities and the Connecticut Public Utilities Regulatory Authority.
- Support incident investigations including determining root cause of failure, after action review and recommending mitigation plans and actions to prevent future similar occurrences. Incidents range from “near miss” to pipeline failures, incorrect operations and excavation damages resulting in loss of service to customers.
- Lead and/or support Company teams during various audits, data requests and inspections by regulatory authorities, as required.
- Assists in gas distribution system restoration efforts during emergencies/storm duty (as needed).
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
- Has demonstrated through sufficient experience very high standards of professional and technical competence, and to have a complete and thorough knowledge of technical skills including system-wide application of his/her discipline. Registration as a Professional Engineer desirable.
- Initiative and aggressiveness to search out problem areas, creativity to devise technically sound solutions and confidence to make technical decisions in solving complex problems based largely on own effort with little or no supervision.
- Possess highly developed communications skills, i.e., ability to write clearly and concisely, make presentations before senior management, ability to discuss ideas and be persuasive, and be able to work effectively with all levels within Eversource, governmental agencies and other outside organizations.
- Thorough knowledge of federal, state and local regulatory criteria, industry codes, and standards applicable to the specific area of expertise.
- Thorough knowledge of accounting and engineering economics applicable to the specific area of the position.
- Ability to provide work direction for others, assume authority and be assertive.
- Demonstrated ability to analyze and interpret information in order to propose decisions with respect to the specific area of the position in solving highly complex problems.
- Ability to grasp concepts, analyze technical information, determine facts and make well thought out recommendations/decisions.
Education:
- Bachelor’s Degree in Mechanical or Civil Engineering required. Master’s degree in Engineering preferred.
Experience:
- Ten (10) to twelve (12) years of related experience in gas distribution engineering, construction, maintenance , and operations.
Licenses & Certifications:
- Registered Professional Engineer in Connecticut/Massachusetts is desirable.
Working Conditions:
- Must be available to work emergency restoration assignment as required.
