Role and Scope of Position:Coordinates activities associated with construction and maintenance of New Hampshire’s transmission and distribution facilities, with emphasis on system security and reliability. Performs computer studies to analyze system conditions and recommends appropriate responses, including use of emergency operating procedures as necessary, to maintain system reliability.
Essential Functions:
- Coordinates the operation of New Hampshire’s transmission and distribution facilities; exchanges appropriate information with the Independent System Operator-NE (ISO-NE), Participants, neighboring systems, and System Operations staff to ensure that forecasted operating conditions do not adversely impact the reliable operation of the bulk power supply system.
- Prepares, communicates, and coordinates the development of plans to cope with possible or anticipated contingency situations.
- Develops and recommends practices and procedures for improving the effectiveness of operations and coordinates the implementation of approved practices and procedures.
- Performs computer simulation studies of complicated system conditions. Uses computer simulation studies to monitor, approve, or reschedule transmission, distribution and generation outages to ensure the safe, secure, reliable and economic operation of the bulk power supply system.
- Recommends mitigation strategies to minimize system and customer risk, including post-contingency customer restoration plans, during planned and unplanned maintenance.
- Represents System Operations Management at meetings held by New Hampshire participants for the planning and operation of future projects.
- Assists and advises the System Operators during an assigned work period as required.
- Provides guidance to the System Operators in restoration of transmission and distribution equipment and customer load during system disturbance conditions.
- Consults with and when necessary, responds to System Operations Management and the System Operators, including after hours; serves on-call as required.
- Analyzes operations of system facilities and protective schemes caused by system disturbances and compares with desired operations as prescribed in applicable operating instructions.
- Assists in the preparation of special reports related to system disturbances and/or unusual system conditions.
- Assumes administrative duties of the System Operators as required.
- Responsible for the safe, secure, reliable and cost-effective coordination of planned outages of the transmission and distribution facilities under the responsibility of System Operations.
- Handles the proper coordination of transmission and distribution facility maintenance and construction outages.
- Coordinates operations with ISO-NE, neighboring systems, and the distribution system of New Hampshire Participants.
- Adheres to comprehensive and uniform instructions and procedures applicable to the operation of transmission and distribution facilities consistent with NERC, NPCC, ISO-NE and local operating procedures and instructions.
- Disseminates accurate and timely reports pertaining to system disturbances and other unusual system operations or incidents which require the review of member company personnel.
- Monitors, approves, reschedules outages of transmission, distribution and generation facilities for maintenance and construction.
- Delegates duties to the System Operators to expedite work or to provide training for System Operators, with the approval of the System Operations Manager.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skills:
- Thorough knowledge of bulk power system operations.
- Through knowledge of the various components that comprise the bulk power system.
- Thorough user knowledge of bulk power system simulation programs used to analyze thermal and voltage constraints associated with system operations.
- Thorough user knowledge of PC based computer applications used to monitor, record, analyze and report system operating information.
- Ability to analyze bulk power system operating problems, coordinate the development of solutions to such problems, and assist in the prioritizing and implementation of those solutions.
- Ability to react quickly and accurately in emergency situations and give guidance to less experienced system operators.
- Ability to communicate effectively verbally and in writing; and work effectively with personnel at all levels within ISO-NE, neighboring systems and Participant organizations.
- Working knowledge of transmission, distribution and generation facilities relaying and interlocking protection.
- Knowledge of training techniques including use of training aids.
- Ability to make effective oral presentations.
- Thorough knowledge of bulk power system normal and emergency operating criteria policies and procedures.
Education:
- Bachelor’s degree in Electrical Engineering Technology, or the equivalent experience
Experience:
- A minimum of five (5) years of related dispatching experience, including work in distribution dispatching, generation station operations, electrical maintenance, power system protection and control, or equivalent electric operations experience is required.
Licenses & Certifications:
- The ability to obtain the North American Electric Reliability Council (NERC) certification.
Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT/NH as necessary.
