Role and Scope of Position:Provides leadership to ensure the safe, timely and efficient completion of all work efforts relating to the construction, operation, maintenance, and emergency restoration of the electric distribution system. Plans, schedules, coordinate, and supervise all Line Department activity in an assigned area of responsibility. Ensures effective coordination among and between individuals and departments in the district/division. Actively promotes and enforces a safety-first work environment and positive safety culture. Demonstrates a customer-focus commitment and ensures department members deliver the best possible customer experience. Drives and motivates an engaged workforce.
2. Essential Functions:
- Accountable for the safe completion of all work efforts. Sets safety expectations among and between his/her peers and subordinates. Resolves safety issues/concerns in an appropriate and timely manner. Communicates safety lessons learned and promotes continuous learning of safe work methods, practices, and procedures.
- Instills a customer-first attitude and approach among department members in dealing with customer work. Seeks to resolve customer issues by collaborating with other departments; assumes the role of customer advocate if necessary.
- Makes informed decisions and is ultimately responsible for the safe, timely, and appropriate use of assigned resources. Considers (sometimes conflicting) priorities when developing work plans. Leads assigned employees in maintaining a business focus on achieving KPIs.
- Participates in the pre-construction review, planning, and scheduling of capital and maintenance work (e.g., new service, planned maintenance, TD 941, projects, etc.).
- Coordinates assigned joint work with other utilities, other Eversource (CL&P) departments, and outside contractors. Specifies proper use of vehicles, materials, and personnel.
- Requests and reviews switching; approves written switching instructions. Conducts switching when necessary.
- Develops and maintains employee on-call schedules, troubleshooter schedules, and vacation schedules. Resolves scheduling conflicts as they occur; reassigns individuals as needed.
- Responsible and accountable for accurate and timely preparation of time and expense reporting, and other company reports and forms. Approves time, expense, and materials transactions in accordance with procedure guidelines and within his/her area of responsibility.
- Responsible and accountable for capital and expense budgets. Determines needs and priorities for acquisition, repair, and replacement of all tools and equipment.
- Has overall responsibility for strict adherence to HR and business policies and procedures, managing employees issues and escalating when appropriate. Ensures the ability for department records to withstand audit scrutiny.
- Responsible for proper application of the provisions of (in some cases multiple) union agreements. Seeks resolution of employee grievances. Documents employee issues and grievances as necessary; provides support in dealing with escalated grievance procedures.
- Oversees and participates in employee development and training. Recommends and/or approves TMP related step increases for trainees. Provides employees with year round feedback, as well as timely and comprehensive performance reviews. Leads by example and develops leadership skills among assigned employees and other line department members.
- Will serve on company-wide or local committees as needed.
- Will have storm duty assignments including a lead role Incident Command System assignment when the Emergency Response Plan is activated. Serves on-call as required.
- Will assume the role of Manager – Customer Operations in his/her absence.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skills:
- Once achieving a satisfactory level of technical and professional skill or knowledge in position-related areas; keeping up with current developments and trends in areas of expertise.
- Working knowledge of methods, work practices, and procedures regarding the safe construction, operation, and maintenance of electric distribution facilities and infrastructure at both secondary and primary operating voltages. Must possess strong analytical skills and troubleshooting skills.
- Must maintain switching and tagging qualifications under TD 800 (Qualified Person List); requests and reviews switching, and approves switching instructions.
- Must have a strong knowledge of computers and related technology and have the ability to learn and utilize available information technologies.
Education:
- A Baccalaureate degree in Engineering, Business, or comparable field of study.
Experience:
- Four to six years of directly related experience in engineering or business. Previous experience in electric distribution facilities is preferred. Previous experience in a supervisory role is also preferred.
