Role and Scope of Position:This position is accountable for the governance, lifecycle control, quality, standardization, prioritization, and publishing performance of System Operations procedures across CT, MA and NH. Responsible for the development, revision, implementation, maintenance and control of standardized System Operations procedures that reflect current electric system configuration, operating practices and regulatory requirements. Leads procedure staff, establishes and enforces procedure governance standards and review controls, and is accountable for procedure quality, timeliness, consistency and compliance execution.
Essential Functions:
Works closely with System Operations Control Center management in CT, MA and NH to identify opportunities to standardize system operating procedures.
Manages the development, revision, implementation and publishing of Operating Instructions, Procedures, Guides & Guidelines, including:
The consistent application and implementation of NERC, NPCC, ISO-NE and Eversource procedures and instructions.
The application and implementation of local area operating procedures, guidelines and work practices.
The development of procedures with external participant company operating personnel and other customers directly connected to the Eversource transmission and distribution system.
Establishes and maintains procedure governance, document lifecycle controls, review requirements, publishing controls and quality standards for System Operations procedures.
Ensures electric system configuration changes, operating practice changes and regulatory changes are reflected in operating procedures correctly and in a timely manner.
Works closely with the Control Center Managers, engineering groups, Eversource compliance, ISO-NE and other external entities to identify procedural and regulatory changes and direct necessary modifications to System Operations procedures.
Monitors the quality, timeliness and consistency of System Operations procedures and establishes performance expectations for procedure review, revision and publishing activities.
Identifies procedure deficiencies, implementation issues and procedure-related concerns through procedure reviews, event reviews and operating feedback, and communicates findings to operations management.
Manages the preparation, maintenance and retention of operating records pertinent to System Operations procedures.
Acts as subject matter expert in providing operational guidance to support groups for documentation, changes and revisions pertaining to operating procedures.
Represents System Operations Procedures at meetings, on committees and at conferences.
Assists as required by operations management in the coordination of response to system emergencies and participates on event review teams and incident analyses as requested by operations management.
Oversees development of staff. Assesses the need for and oversees implementation of programs to ensure employees possess technical and behavioral skills required to support operating plans. Manages, selects, coaches and develops staff.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
Knowledge of electric transmission and distribution system operations.
Knowledge of functions of the various components that make up the Eversource electric system.
Knowledge of transmission system advanced applications and simulation programs (e.g. load flows, contingency analysis, dispatcher training simulator, etc.).
Knowledge of distribution Outage Management Systems.
Knowledge of electric system switching and safety tagging procedures.
Thorough knowledge of NERC standards, OSHA and state regulatory requirements.
Thorough knowledge of system operating procedures, document control and procedure governance practices.
Ability to communicate and work effectively with personnel at various levels within ISO-NE, the ISO-NE satellites, participant companies, nonutility generators, and neighboring companies.
Strong written and oral communication skills.
Strong analytical /computer skills such as, but not limited to, Lotus Notes, Microsoft Word, Excel and Access, and Alstom/GE Energy Management System applications.
Education:
Bachelor’s degree in electrical engineering technology or related degree, or the equivalent combination of education and experience
Experience:
Minimum of ten (10) years of related experience including four years of experience as a System Operator preferred
A background in transmission operations on the Eversource system is strongly preferred. Significant experience in electric utility transmission operations or distribution operations on the Eversource system will also be considered.
Four years of experience as a procedure writer or supervising a procedure writing group preferred
· Five years of experience managing or supervising others
Licenses & Certifications:
Valid motor vehicle operator’s license
Ability to obtain NERC Transmission Operator certification within 6 months
Working Conditions:
Must be available to work emergency restoration assignment as required.
Must be available to travel between MA/CT/NH as necessary.
