This position seeks an experienced Manager of Asset Strategy and Regulatory Compliance to drive asset management goals for the Eversource Transmission and Substation electric system. This role plays a critical part in ensuring system reliability, regulatory compliance, and cost-effective long-term infrastructure planning. The successful candidate will provide leadership in developing and evaluating asset health, risk and prioritization planning and modeling, overseeing asset management regulatory obligations, driving lifecycle investment strategies, developing compliance driven transmission line and transmission substation programs, overseeing compliance responsibilities for thermal ratings and CIP toward minimizing reliability risk and maximizing system performance.Essential Functions:
- Asset Strategy Development:
- Lead the development and implementation of comprehensive asset management plans for electrical infrastructure including substations, transformers, circuit breakers, protection systems, overhead and underground transmission lines.
- Data-Driven Decision Making:
- Analyze condition assessment data, inspection reports, outage records, and performance metrics to assess asset health and determine prioritization of capital and O&M investments.
- Asset Lifecycle Management:
- Develop and maintain asset lifecycle models to support long-term planning and replacement planning.
- Risk Assessment & Mitigation:
- Develop probabilistic and consequence modeling to evaluate asset risk, recommend mitigation strategies, and support the integration of risk-based decision-making into capital planning.
- Regulatory Responsibilities – Governmental and Regional ISO:
- Support regulatory processes including but not limited to the ISO-NE Asset Condition Reviewer process, Transmission Rate Protocols Process, State Siting process for asset condition projects.
- Regulatory Compliance Responsibilities:
- Oversee management of Thermal Ratings (NX9) database and ISO-NE submittals, oversee CIP compliance and associated programs.
- Cross-Functional Leadership:
- Collaborate with engineering, project management, operations, finance, regulatory, and planning teams to align asset decisions with business objectives and regulatory expectations.
- Technology Integration:
- Support the development and adoption of modern asset management technologies including an Asset Management Performance System (APM) and machine learning.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
- Knowledge of Federal CIP compliance standards and regulatory environment.
- Knowledge of transmission lines and substation power system planning, engineering, maintenance, and operations.
- A combination of strong technical knowledge and business acumen.
- Understanding of the New England Regulatory environment and the impact to the Electric Business.
- Ability to interpret and analyze financial documents.
- Ability to understand and utilize economic, financial and industry data to accurately diagnose business strengths and weaknesses, identify key issues, and develop strategies and plans.
- Ability to motivate and lead a team, applying effective leadership skills.
- Working knowledge of information technology and use of Eversource’s office automation and information systems.
- Familiarity with AI to support development of Asset Management Performance and Asset Investment Planning tools.
- Strong communication skills, including the ability to make formal presentations and translate technical information into terms that are meaningful to the audience.
- Ability to develop and use collaborative relationships to facilitate the accomplishment of work goals.
Education:
- Bachelor’s degree in Engineering required.
- An Electrical Engineering degree is preferred. An advanced degree is in Engineering or Business Administration is desirable.
Experience:
- A minimum of ten (10) years of related experience in the technical, operational or engineering aspects of the electric utility industry and supervisory experience is strongly preferred.
- Experience in one or more aspects of the job is required, and transmission experience is strongly preferred.
- Deep knowledge of electric transmission and distribution systems.
- Strong understanding of industry regulations, reliability standards, and risk modeling methodologies.
- Proficiency in data analytics tools and asset management software.
- Excellent written and verbal communication skills, with ability to present complex technical concepts to non-technical audiences.
Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT/NH as necessary.
