Land Surveyor - "Chief of Party"

The Connecticut-based Chief Of Party will plan and coordinate land survey work activity within the assigned territory. Responsible for coordinating diverse survey activities of staff and field crews and vendors while providing advice to project teams. The primary functions will be to coordinate Vendor activity including preparing RFPs, assist with hiring from the approved vendor list, schedule/review/approve all deliverables and invoices. The incumbent will regularly oversee the survey work of assigned support staff and vendor crews.  This individual may also attend project meetings, provide oversight on all Survey related tasks, proving to be an advocate for the department, providing the highest quality and integrity for daily tasks.

  • Essential Functions: 

  • Plans, directs, and assigns tasks to personnel engaged in survey work in connection with property, right-of-way, transmission and distribution line, construction, topographic, and hydrographic surveys.

  • Reviews work in progress to ensure it is performed safely and accurately.

  • Ensures that materials and equipment are available as needed and in sufficient quantities to perform assigned tasks.

  • Trains personnel in established safe working practices and the proper use of survey instruments and equipment.

  • Makes recommendations relative to adjustments and/or repair of survey instruments and equipment as required.

  • Makes field notes and sketches.

  • Prepares and maintains related survey reports and records.

  • Contacts city, town, and public works personnel relative to survey issues, and reviews land records for property data as required.

  • Contacts property owners relative to determining boundaries and/or obtaining permission to access their property.

  • Coordinates survey assignments with other company personnel as directed.

  • Makes recommendations for improvements in the operation of the Eversource Survey Engineering department.

  • Effective direction of survey technician personnel.

  • Efficient use of survey supplies and equipment.

  • Ensure surveying activities are performed in a safe, timely, and accurate manner.

  • Ensure the proper preparation and maintenance of clear and accurate field notes, sketches, and reports.

  • Proper training of assigned survey technician personnel.

  • Gathers and analyzes land plans, deeds, aerial phots, highway alignment plans and similar documents.

  • Assists in determining precise locations and boundaries utilizing equipment such as network RTK GPS, robotic total stations, laser scanners, auto levels, hand-held field computers (data collectors) and similar devices.

  • Analyzes and plots data utilizing programs such as COGO survey software and Civil 3D CAD systems.

  • Drafts final boundary, subdivision and right-of-way plans utilizing programs such as Civil 3D CAD systems.

  • Assists in determining the volume of soil removed from excavation sites by means of precise measurement.

  • Establishes and re-establishes transmission line rights-of-way on the ground using deeds, records, plans and precise surveying equipment.

  • Assists other departments or business partners in the procurement and design of transmission line rights-of-way, the field analysis of transmission line encroachments and subsequent plans, construction surveying including baseline establishment, precise leveling, as built surveys and plans.

  • Acts as liaison for the Company with engineering and surveying public. Responds to right-of-way dimension questions, and real estate questions regarding old Company deeds, plans and title information.

  • Other related duties as assigned.

·         Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill:

  • Thorough knowledge of the operation of and the ability to operate safely various survey instruments and equipment.

  • Knowledge of trigonometry, geometry, and algebra.

  • Understands land measurement principles and applicable laws, applying technique to and methodologies of land measurement.

  • Develops solutions to surveying problems.

  • Deals effectively with interfacing departments.

  • Demonstrates high standard of professional technical competence.

  • Knowledge of the principles, practices, methods, techniques and latest instruments of land surveying.

  • Knowledge of civil engineering principles and terminology relevant to the practice of land surveying including construction methods, engineering plans and specifications is required.

  • Thorough knowledge of safety rules.

  • Knowledge of Land Surveying, mapping, legal documents and real estate terms, familiar with standard concepts and practices.

  • Must have a basic understanding of property law.

  • Knowledge of State statutes and regulations governing surveying and mapping including subdivision Land Court (MA only) and AUL areas.

  • Must have a strong background in boundary surveying.

  • Ability to write clearly and concisely.

  • Ability to provide customer service that meets or exceeds company standards.

  • Must Demonstrate the ability to coordinate groups as well as to work independently.

  • AutoCAD experience is required; experience with Civil 3D is preferred.

  • Must have experience with Total Stations, Data Collectors, GPS equipment and related software.

  • Project assignment oversight may include MA and NH.

Education:                            High school diploma plus one year of additional specialized training in surveying or, the equivalent. Continuing education course in land surveying, civil engineering road design and drainage helpful

Experience:                           Five years of related experience.

Licenses & Certifications:    Must hold a valid motor vehicle operator's license.

  • Working Conditions

  • Must be available to work emergency storm assignment as required.

  • Outdoor work will be required as part of this job, walking rights of way and other properties. Work is performed primarily in an office environment which requires standing, sitting, walking, climbing stairs, writing, typing and communicating.

  • Field work functions will require the ability to lift 50 pounds, carry survey equipment, walk through rough terrain and work in all types of weather. Occasional standing, walking, stooping or bending.

Work includes analyzing, planning, organizing, evaluating and documenting.  This role works in an environment that often requires the performance of multiple simultaneous activities, where deadlines need to be met and work is performed under pressure while involving significant business commitments and results.

The salary range for this position starts at Step 1 $53.49 and progresses in accordance with the union contract. Check out the career site for an overview of our benefits.
