Role and Scope of Position:Responsible for all core engineering functions supporting the Gas Business which includes;
integrity/asset management, policy and standards, maps/records management, system planning, capital planning, operations technology, compliance, regulatory policy, complex project management, project/field engineering. Leads and directs all engineering and compliance activities required for reliable and safe delivery of natural gas. Responsible for developing the annual capital budget plan and programs that ensure compliance with all state and federal regulations governing Gas Operations. Manage all gas related regulatory inquiries and is required to effectively manage relationships with all internal and external stakeholders.
Essential Functions:
- Directs the Gas Engineering organization by establishing and monitoring organization goals, policies, plans, standards, performance objectives and budget.
- Establishes operating and financial objectives and manages area financial resources.
- Establishes policies, standards, and procedures to ensure compliance and safe operations.
- Directs and establishes the design, engineering, and project management of complex construction (gate stations, district regulators, special bid projects)
- Leads the organization by inspiring and motivating the workforce to achieve pre-established goals and objectives.
- Directs and manages the development of the gas system long range plan and annual capital programs in collaboration with Field Operations.
- Develops the annual plans and budgets for Gas Engineering including staffing levels, work sourcing strategies and Engineering deliverables.
- Oversees the process to benchmark and evaluate system performance and evaluates the cost and benefit of potential improvements and ensures design standards are established, maintained and followed.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
- Requires extensive knowledge of Gas Operations methods, procedures, systems and facilities, and state and federal pipeline regulations.
- Requires strong organizational and managerial skills.
- Ability to manage operating budgets, operating plans and works cross functionally.
- Demonstrated leadership in strategic planning and performance improvement efforts.
- Demonstrated ability to influence and lead others.
Education:
- Bachelor's degree in Engineering is required
- An advanced degree is strongly preferred
Experience:
- Minimum of 15 years of related experience is required
Licenses & Certifications:
- Registered Professional Engineer in Connecticut/Mass is desirable
Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT as necessary.
